The distribution of power of local governments various between states. The authority granted to local governments relies on devolution to general-purpose governments and special-purpose entities. In San Jose, California the city resides in Santa Clara County, the local government is divided between Districts. Each District delegates responsibilities to School Board Members, Community Board Members and other organizations to help strengthen their District. These systems are intended to help manage at a micro level eventually being part of a larger system. However, each district has its own issues and require some form of funding requiring the proper authority channel. This push and pull system forces accountability and transparency between all parties involved.
