Chapter 2 Federalism & the States


Maple Street Shelter focuses on rehabilitation and temporary housing for homeless individuals. They provide workshops for the temporary residents, among other services intended to assist with improving self sufficiency. Shelter programs and other transitional homes stem from historical events like the Great Depression that left many Americans homeless, in need of basic necessities like food, work, and shelter. In the 1930's the American government had no other choice, but to reform their policies.  Eventually the federal government adapted new Taxing and Spending clauses, in the General Welfare Clause and the Uniformity Clause, creating a system of taxation, and redistribution of funds to states.

The state allocates some money towards programs like Life Moves formally known as Innvision Shelter that combat homelessness. Programs are funded by grants and private donations. Non profit programs are usually difficult to maintain funded for the rise in demand and not enough supply.
